flying a foreign flag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MIT decree of 1st April 2026, which amends the decree of 6th June 2017 on the procedures for authenticating navigation carried out on foreign ships, was published in the Official Journal of 9th September 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intervention arises from a very practical problem: the difficulties encountered by numerous seafarers in obtaining the authentication of periods of service performed on vessels flying a foreign flag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decree therefore introduces two additional methods of proof:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the Seafarers\u2019 Employment Agreement, signed by the parties, accompanied by the discharge book containing the ship's particulars, the voyage made, the rank and any applicable STCW Regulation, as well as the dates and places of signing on and signing off;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\ud83d\udd39 the discharge signed by the ship's agent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is an apparently technical amendment, but one of operational significance: it broadens the documentary instruments available to the seafarer and reduces the risk that navigation activities actually carried out abroad cannot be usefully recognised due to purely formal difficulties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decree enters into force the day after its publication in the Official Journal, therefore from 10 September 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A minor regulatory simplification, but on an issue where the daily practice of seafarers had long been calling for solutions more closely aligned with the reality of
